Its for buying cars in the US to send overseas where they cost (much) more. The dealerships don’t like it-the car companies really don’t like it. I’ve read that if they catch you doing it, they might just refuse to sell you a car if they see your name on the list of multiple sales.

This is to proxy buy for folks overseas. It’s questionably legal (there’ll be wording in the purchase agreement that you can’t ship overseas for X amount of time...how enforceable that is is open to interpretation). It’d likely all be cash under the table as well so you’d have to keep good records and self-report the income or risk the wrath of the taxman. It can also get you straight up blacklisted from purchasing from that dealer network/brand.
It is absolutely scamming the manufacturers (how ethical that is is up to interpretation, I wouldn’t do it). It may be scamming the IRS depending on how you handle it. It may or may not violate contract law or constitute fraud; I’m not aware of any that have gone to court though so I’m not sure that’s truly been determined. It’s a gray area but leans heavily black.
